Abstract: Promoting the construction of barrier-free environment and strengthening the leading role of planning are important contents of social equity in spatial planning.On the basis of clarifying the service object and construction content of barrier-free environment construction, this paper puts forward the basic principles and strategies of development plan. Following the principles of demand orientation, problem orientation and goal orientation, and based on the three-dimensional co-construction of concept, system and utensils, a systematic planning system is established to provide reference for future planning.

摘要： 推动无障碍环境建设,强化规划引领作用,是空间规划中体现社会公平的重要内容。文中在明确无障碍环境建设服务对象与建设内容的基础上,提出无障碍环境建设发展规划编制的基本原则与策略,遵循需求导向、问题导向和目标导向,从理念、制度、器物三维共建维度建立系统规划体系,为今后的规划编制提供参考。
