Abstract: “Water saving priority”has become the first and foundation of water conservancy work in the new era.The introduction and application of water-saving social construction policy will directly affect the effect of water-saving work.Quantitative analysis on water-saving policies from the perspective of policy tools is of great significance to solve all kinds of problems in the process of building a water-saving society,and to promote the implementation and healthy development of urban“water-saving priority”.This paper constructs a three-dimensional analysis framework of water-saving society construction policy,including the types of policy tools,policy areas and policy management elements.Through the content analysis method,the statistical analysis and cross examination of 63water-saving social construction policy texts in Hebei province are carried out.It is found that there are some problems in the construction policy of watersaving society in Hebei province,such as uneven distribution of tool types,unbalanced structure,lack of guidance in the policy area,and the specific implementation rules need to be optimized.Based on those problems above,suggestions for policy system optimization are put forward in this paper.

摘要： "节水优先"已经成为新时代水利工作的首要和基础,节水型社会建设政策的出台和应用将直接影响节水工作的效果。从政策工具视角定量化分析节水相关政策对解决当前节水型社会建设过程中面临的各类难题,推进城市"节水优先"落地、健康发展具有重要意义。文中构建了包括政策工具类型、政策作用领域和政策管理要素在内的节水型社会建设政策三维分析框架,通过内容分析法对河北省的63份节水型社会建设政策文本进行统计分析和交叉检验。研究发现,当前河北省节水型社会建设政策存在工具类型分布不均匀、结构不均衡,政策作用领域引导性不足、具体实施细则有待优化等问题,基于此,提出了政策体系优化建议。
