Abstract: Taking the government purchase service of Mongolia Autonomous Prefecture of Bayinguoleng(Ba Prefecture for short)as an example,we combine with the research at home and abroad,analyse the problems in government purchase service of Ba Prefecture,such as incomplete policy,lack of government credit,uneven distribution of risk(through analysis of game theory).So we propose to establish a realistic mode including government,public,market(private capital)and independent supervision.Then through the ways of making legal regulation,establishing supervision system and cultivating talents,we provide the countermeasures and suggestions on PPP mode to improve the government purchase service,which has certain guiding significance and use value.

摘要： 以巴音郭楞蒙古自治州(简称巴州)的政府购买服务的现状为例,结合国内外研究分析了巴州政府购买服务存在的政策不完善、政府信用缺失、风险分配不均(通过博弈论模型分析)等问题,提出了构建政府方、公众方、市场方(即民间资本方)和独立监督为一体的现实模式,从订立相关法律法规、组建监管体系、专业人才引进三条路径,对推进政府购买公共服务的PPP模式提出了对策建议。
