摘要： 县域节水型社会达标建设是2017年中央一号文件部署的重要任务,开展县域节水型社会达标建设是推进节水工作的重要手段,是新阶段落实节水优先方针的重要举措,对推动用水方式由粗放向节约集约转变、提高水资源利用效率和效益,具有十分重要的意义。文中总结了宁夏回族自治区县域节水型社会达标建设工作开展情况及经验做法,凝练了建设成效,梳理了县域节水型社会达标建设中存在的问题,从建立部门联动机制、加强顶层设计、完善相关制度、提高节水载体建设质量、持续深入开展节水宣传教育等方面提出了对策措施,以期为进一步助推西北缺水地区县域节水型社会高质量发展提供思考和借鉴。

Abstract: The construction of water-saving society at the county level up to the standard is an important task deployed in the No. 1 central document of the central government in 2017. Carrying out the construction of water-saving society at the county level up to the standard is an important means to promote water-saving work and an important measure to implement the water-saving priority policy in the new stage. It is of great significance to promote the transformation of water use mode from extensive to economical and intensive, and improve the efficiency and efficiency of water resources utilization. This paper summarizes the work and experience of water-saving society in Ningxia, summarizes the construction achievements, combs out the problems in the construction of water-saving society, and puts forward countermeasures from the aspects of establishing departmental linkage mechanism, strengthening top-level design, improving relevant systems, improving the quality of water-saving carrier construction, and continuing to carry out in-depth water-saving publicity and education, which provides thinking and reference for further promoting the high-quality development of water-saving society in water deficient areas in the northwest.
