基于多源异构数据的沧州地区重污染天气应急减排效果研究

Abstract: Emergency response to heavy pollution weather has played a positive role in giving priority to protecting human health and reducing the peak of heavy air pollution. However, in the actual process of work, as emergency response to heavy pollution weather is at the initial stage and local governments lack practical experience, the pertinence and effectiveness of emergency control measures need to be improved and perfected.Based on the collection and collation of recent air quality data, air pollutant emission status data, source emission inventory data, heavy pollution emergency plan and emergency emission reduction list data, meteorological conditions data, and district-county statistical data, the emergency emission reduction measures of Cangzhou were analyzed. Typical heavy pollution days were brought into The Weather Research and Forecasting Mode(WRF)/Model of Emissions of Gases and Aerosols from Nature(MEGAN)/Sparse Matrix Operator Kernel(SMOKE)/The Comprehensive Air quality Model with extensions(CAMx)regional air quality model system for simulation, and the reduction ratio of four pollutants improvement effects before and after the implementation of emission reduction measures in different districts and counties in Cangzhou City was obtained.According to the model analysis results, the emission reduction measures of each district and county were comprehensively analyzed, and the emergency emission reduction measures and emission reduction effects of typical heavy pollution processes in autumn and winter were evaluated, providing core technical support for Cangzhou to improve and improve the emergency emission reduction effect.

摘要: 重污染天气应急工作在优先保护人体健康、削减空气重污染峰值等方面发挥了积极作用,但在实际工作过程中,由于重污染天气应急工作总体处于起步阶段,各地实践经验不足,应急调控措施的针对性和有效性亟需改进和完善。在收集整理沧州市近年空气质量数据、大气污染物排放状况数据、源排放清单数据、重污染应急预案及应急减排清单数据、气象条件数据、区县层面统计数据的基础上,开展对沧州市应急减排措施的分析,以典型重污染日带入中尺度气象模式(The Weather Research and Forecasting Mode,WRF)/陆地生态系统气体估算模型(Model of Emissions of Gases and Aerosols from Nature,MEGAN)/排放源处理模式(Sparse Matrix Operator Kernel Emissions,SMOKE)/化学输送模式(The Comprehensive Air quality Model with extensions,CAMx)区域空气质量模型系统进行模拟,获得沧州市不同区县减排措施实施前后4项污染物改善效果的削减比例。根据模型分析结果对各区县减排措施进行综合分析,对秋冬季典型重污染过程应急减排措施及减排效果进行评估,为沧州市提升和完善应急减排效果提供核心技术支撑。
