组合赋权法在海上风电项目风险评价中的应用

Abstract: During the 14th Five-Year Plan period, China's offshore wind power projects will continue to develop rapidly. At the same time, the development of offshore wind power projects also faces many risks and problems. This article selects some offshore wind project in Rudong, Jiangsu province as the research object. By establishing a risk evaluation index system, the importance of each index is calculated by combining subjective weighting method (AHP) and objective weighting method (the entropy method), which avoids the subjectivity of subjective weighting method as well as the objectively absolute objectivity. The results show that the combination weighting method is more in line with the actual situation, which overcomes the one-sidedness of single weight, and makes the evaluation result more reasonable and reliable.

摘要: 中国海上风电工程在“十四五”期间将继续保持快速发展的态势,但与此同时,海上风电工程的开发建设也面临很多风险和问题。文中选取江苏省如东某海上风电项目为研究对象,通过建立该项目风险评价指标体系,利用主观赋权法AHP和客观赋权法熵值法相结合的组合赋权方式计算各指标的重要程度,即可避免主观赋权法的评价专家太过主观性的问题,又可避免客观赋权法的数据信息绝对客观性的问题。研究结果表明采取组合赋权法结果较符合实际情况,克服了单一权重的片面性,使评价结果更合理也更可靠。
