合同能源管理在河北省公共机构节能管理中的应用

摘要： 2016年7月5日国家机关事务管理局与国家发改委制定印发的《公共机构节约能源资源"十三五"规划》中确定"十三五"期间的节能目标,若实现节能目标引入合同能源管理服务模式是不可或缺的。文中简单介绍了合同能源管理,以河北省落实"十三五"期间的公共机构节能目标的主要瓶颈——城市供暖节能管理作为切入点,在调研了30多家政府部门、供热企业及节能服务公司的基础上,分析了推行热计量收费的政策、施行合同能源管理可能出现的问题,针对问题提出合理化建议,最后展望了合同能源管理之供暖节能管理在河北省的发展前景。

Abstract: In July 5,2016,the National Authority Affairs Administration and National Development and Reform Commission issued the“13th Five-Year”plan to save energy resources of public institutions,which specified the energy efficiency targets of this period.To achieve the goals,it is necessary to take the service model of contract energy management.In this paper,we briefly introduce the contract energy management,and take the energy saving management in urban heating as the starting point,which is the main bottleneck of implementing the public institutions energy saving targets during the 13th Five-Year plan in Hebei Province.Based on the investigation on over thirty government departments,heat-supply enterprises and energy saving service companies,we analyze the possible problems in the implementation of heat metering and charging policy as well as contract energy management,put forward the reasonable suggestions,and come up with the development prospects for heating energy saving management of contract energy management in Hebei Province.
