摘要： 文中阐释了建筑节能以及合同能源管理的含义,调研了河北省合同能源管理的现状;其次,总结了河北省的发展现状,并对存在的问题进行分析;最后将有关合同能源管理的四个方面,尤其在融资方面做出了详细分析及建议;并对发展趋势进行归纳,为合同能源管理的开展打下深厚基础。

Abstract: This paper expounds the meaning of building energy-saving and energy performance contracting,and surveys the current situation of energy performance contracting in Hebei Province.Secondly,it summarizes the development status of Hebei Province and analyzes the problems.Finally,the paper puts forward the detailed analysis and suggestions on the four aspects of energy performance contracting,especially on the financing.Moreover,it summarizes the development trend,and lays the foundation for the development of energy performance contracting.
